SFPO Association: September Newsletter. Greetings to all St Francis Property Owners.

Spring is sprung and we have had some good rains recently, but unfortunately not enough in our catchment areas to relieve the water shortage. We are also told to expect great savings in water during October as a result of the Oktoberfest in St Francis Bay! Diarise October 14 for this great event.

SRA : We understand that the Municipality’s legal team have received an opinion from Counsel on the current SRA By-Law legislation and SRA Policy requirements. We expect to meet with the Municipality in early October to be briefed on their assessment, and then agree the process we will need to follow to complete the SRA application process with a targeted implementation of July 1, 2018.

In the meantime we have pressed on with a number of projects funded through both the SFPO NPC (from Saving St Francis donations) and the SFPO Association (from membership subscriptions).

SFPO NPC Projects (funded from donations) :

1. Phase 1 of the Beach Revetment Repair
All of the private property revetment repair projects have been completed with the exception of Ralph Road. We have completed the Anne Car Park project, and are waiting for the Municipality to slurry the car park surface.
We will start work on the George Road car park once the Ralph Road revetment repairs are completed.

2. Phase 2 of River, Spit and Beach
As reported in our August Newsletter we have appointed Advisian (Worley Parsons) to complete Phase 2A of River, Spit and Beach restoration and long term solution. Work has started on this project and the kick-off meeting was held on 21 September. We have also appointed Mrs Colleen Ebersohn of Eco-Route to complete the EIA for this project. Mrs Ebersohn offered to do this EIA for zero professional fees as her company’s contribution to the Saving St Francis Fund. She and her company have the necessary experience and track record to do this EIA work.

3. Arterial Roads
The SFPO NPC Technical Committee have reviewed EAS PE’s preliminary design report for the first phase of the arterial roads. Their final report will be delivered by 15 October, 2017. We cannot do any further work on the roads until the SRA levy is approved and implemented.

4. CCTV Security
We have completed three workshops in which we specified our CCTV requirements for St Francis Bay. Our workshops have included participants from the three private security companies operating in St Francis Bay (Calibre, Smhart and G4S), SAPS, Neighbourhood Watch, Disaster Volunteer Group, a security camera equipment provider, the Police Sector Forums covering St Francis Bay and Cape St Francis, the SFPO Association and SFPO NPC, and several other individuals with security and policing expertise. We have been contacted by several other security camera equipment suppliers as word has got out about our interest in a CCTV solution to improve our security in St Francis.
We have issued an RFI inviting all interested security camera equipment and service providers to respond by the latter half of September. We will then select a shortlist of tenderers during October to send a more detailed RFP document for firm quotations for the CCTV infrastructure and service we require for St Francis Bay.

SFPO Association Projects (funded from membership subscriptions) :

1. Village Common (ERVEN 400 and 554)
The Municipality and the SFPO Association have converted the Village Common from an overgrown dumping ground into a useable recreational facility for our residents and visitors. This area is bound by the Bowling Green and Spar complex, Lyme Road South, College Road and Assissi Drive. We hired a Bush Cutter (R17,000 paid by the SFPO Association) and a Chipper (R7,000 paid by the Spar, and many thanks to the Spar for their generous support). A number of volunteers from the Church have also assisted with collecting litter from this area, and Knipe’s Thatching spread thatching grass over the newly exposed areas to help stabilise the ground. The Kromme Enviro-Trust, under Caryl Logie’s direction, identified plants that should not be removed or trimmed, and monitored progress.

2. Cricket Nets
We have started our first Village Common upgrade project. We have committed to upgrading the cricket nets on the Assissi Drive side of the Village Common. This project has been driven by some of the Moms, led by Alexa Beckley, and we have raised R30,000 from Truffle Asset Management (thank you Louis van der Merwe (CEO); R10,000 from the SFPO Association; an offer from Bruce Brooker (BJK Solutions) to construct the bowler run ups; project costings completed by Colin Beckley (Beckley Construction) as well as two loads of filling sand; and received R1,000 donations from a number of individuals. The cricket nets are used by aspiring young cricketers from St Francis College, Sea Vista Primary School and Woodridge College under the tutelage of a professional coach, Ralton Fortuin of the Kouga Cricket Academy. We will also be providing some cricket equipment for the Sea Vista Primary School pupils using the cricket nets.

Annual Subscriptions Due

The St Francis Property Owners (SFPO) Association has, for many years, operated in St Francis as a go-between/watchdog for ratepayers and residents in both the village and those that live further afield, dealing with:
• Municipal issues
• Environmental issues
• Aesthetic issues

To do this we have an office and a paid ‘Administration Manager’, and to be able to continue to operate we rely on ratepayers and residents to make an annual subscription payment. We encourage all ratepayers and residents to support the Association by paying your membership subscription for 2017/18. Our membership year runs from 1st October to 30th September.

All ratepayers will receive an invoice for membership subscription by email during October. The annual subscription per property owner or resident is R500.00 and R330.00 for pensioners …. that is only 2 cappuccinos a month! If you have not received our invoice please pay directly into our account and use your erf number as the reference. Alternatively, if you prefer to renew in person, you are welcome to pop into our office at 115 St Francis Drive, between 08h30 and 13h00 on weekdays where our Admin Manager, Lyn Aitken, will be able to assist you, take your payment and update your details on our database.
